Updates to released version of .NET Core (3.1) and latest preview of
Blazor WASM.

* Updated code to preview 8 and part way through docs

* Fix for missing js and css

* Updated docs
replaced @functions => @code
Made all [Parameter] public
Made refs wildcard version => Version="$(AspNetCoreVersion)

* Completed migration to preivew 8 for all starting points.

* More steps migrated to p8

* Update BlazingPizza.Server.csproj

This is the same as the 01 ending code. The next commit will show the
changes that take place in 02.

* Add starting point save point
* Add components and layout save point

Adds a library, delivery map component, and the ability to animate a
marker on the map.

This is very hardcoded for now, I'll loop back around to this once we
have support for ordering.
